"To offer French Canadians living permanently in a linguistic minority situation the opportunity to pursue graduate studies in the best schools in the world without having to go into debt."

Baxter and Alma Ricard expressed the firm belief that in order for Canadians — and, more specifically, French Canadians — to survive and prosper, the diversity that characterizes our country must be maintained and even reinforced. For this reason, the Foundation will offer a scholarship to young Canadians 21 years old and over who have completed at least a Bachelor degree, whose academic performance and personal qualities meet the foundation's criteria. Candidates will be evaluated not only on the basis of academic excellence but also for their leadership, civic pride as well as their commitment to the community.
